A federation, on the other hand, is a group of states and provinces, which gave up their sovereign powers to the higher authority, which is the federal government. As a witness to a crime or wrongdoing, you can be asked to go to the court and to say your testimony. You can know you are a witness if you have perceived what has really happened in a particular incident. If you have seen a significant incident, what can you expect if called as a witness?
